The Talent Operations Director (TOD) will maintain and optimize talent attraction and recruitment systems at LED. The TOD is expected to be extremely proficient with all aspects of LED’s recruitment platform. As part of the talent leadership team, the TOD will help guide talent attraction strategy and influence recruitment plans and content development to deliver innovative and effective talent attraction efforts for LED, LED FastStart clients, and other Louisiana employers with high-paying job opportunities.
Additionally, the TOD will work to integrate with all LED divisions as needed and develop meaningful partnerships with key stakeholders throughout the state to connect with critical and emerging talent groups, while supporting the Talent Campaign Director with the execution of large-scale/industrywide talent attraction initiatives. Ensuring that leads brought in through strategic marketing campaigns and other LED initiatives receive an engaging and personalized candidate experience using LED’s recruitment platform and associated tools is a key part of the TOD’s role.
The TOD will be required to manage staff and travel extensively throughout Louisiana and occasionally outside of Louisiana and the United States.

Duties and Responsibilities:
- In the absence of the Senior Director of Talent Attraction, serve as the main POC for LED FastStart’s talent attraction section
- Supervise talent operations team members as assigned, including but not limited to talent insights analysts
- Lead career site re-architecture as part of its overall rebrand to support statewide talent attraction
- Design and spec customizations and other special development requests with vendors
- Monitor and analyze CRM for gaps and develop strategies to mitigate
- Outreach and partnership with higher education systems, regional and local economic development offices across the state
- Provide data-driven recommendations on internal processes, standards, and practices to maximize the performance of talent attraction programs and systems
- Coordinate with other LED FastStart sections to optimize processes and procedures
- Design and drive targeted sourcing strategies for leads from out of state (Expats, residents, potential relocators).
- Support Talent Campaign Director to market to leads from HNL, CHL, Veteran, FS and any external campaigns and events
- Manage external job board vendors, usage, and budgets
- Mentor Recruitment Manager (new or recently promoted team members as needed)
- Support clients and team with use of LED FastStart’s recruitment platform and other systems, as well as processes and best practices
- Conduct recruitment needs analysis, targeted search and sourcing, data analysis and insights for large-scale/high-profile projects as assigned
- Other duties as assigned
Required Education:
● Bachelor’s degree in Human Resources, Business, or a related field
Required Experience:
- Minimum of ten (10) years of recruiting/talent attraction experience in a business or workforce development environment.
- Three (3) years of experience with LED FastStart
- Knowledge or experience with recruitment systems, Applicant Tracking Systems (ATS), Microsoft Office Suite, email, internet and HRIS systems
Preferred Experience:
- At least one year as a lead or manager at LED FastStart is preferred

● Ability to travel and drive own or other vehicle to various locations as needed.
● Ability to carry up to 20 pounds on an as-needed basis.
